On the 29th of June, an online webinar was held between the Council of Bars and Law Societies of Europe (CCBE) and the Azerbaijani Bar Association. The main theme of the webinar was “The Role of the European Court of Human Rights and the admissibility criteria of the application- theory, and practice”.
Opening the event, Mr. Anar Baghirov, the Chairman of the Azerbaijani Bar Association, stressed the importance of holding such large-scale joint events between the two organizations. He informed the participants about the work done by the Azerbaijani Bar Association in the last 3 years, the future observer membership of the Azerbaijani Bar Association in the CCBE, the current situation in the Republic of Azerbaijan in the fight against Covid-19. Mr. Baghirov also invited the leadership of CCBE to visit Baku, Azerbaijan.
Furthermore, President of the CCBE Madame Margareth Von Galen made opening remarks and introduced the CCBE to the Azerbaijani lawyers. In addition, she spoke about the mission of the CCBE, monitor actively the defense of the rule of law, the protection of the fundamental and human rights and freedoms, including the right of access to justice and protection of the client and etc.
Then, Mr. Roman Zavsrek, Chairman of the Peco Committee of the CCBE, spoke about the role of the ECHR in the protection of human rights, the principles of the subsidiary organization, the history, and the structure of the ECHR. He also informed the participants about the appointment of judges at the ECHR and the procedure for consideration of appeals
Mr. Stefan von Raumer, Chairman of the CCBE Human Rights Committee, also spoke at the webinar on "Eligibility Criteria and Official Requirements for Appeals to the ECHR." He gave information about ratione materiae, ratione personae, ratione temporis, ratione loci, which are the acceptance criteria. Furthermore, Mr. Raumer informed the participants of the ECHR Protocol No. 15, which is one of the important changes, which reduces the 6-month period for appealing to the court under this protocol to 4 months.
Mr.Roman Zavsrek and Mr.Stefan von Raumer then provided the webinar participants with practical information on how to fill out an application form to the ECHR and shared their personal experiences. In the end, the speakers answered the questions of the webinar participants.
Lastly, all the questions addressed by the participants were answered by the speakers. In conclusion ones again, Mr. Baghirov thanked CCBE and the participants of the event, noting that such events will be permanent in future.
