On the 12th of October, the delegation of members of the Azerbaijani Bar Association (hereafter, ABA) headed by Chairman Anar Baghirov attended the “XVII Annual scientific-practical conference on "Advocacy, State, Society" organized by the Russian Federal Bar Association (hereafter, RFBA) in Moscow.
This conference was attended by the leaders of government institutions of the Russian Federation, including the members of the RFBA, and the representatives of law associations of Azerbaijan, Kazakhstan, Uzbekistan, Moldova, etc. and more than 200 people attended the conference. Additionally, 2000 participants were able to connect online.
Furthermore, during the conference, the speakers spoke about the negative trends in the legal profession, and various practical issues were considered, including criminal procedural and disciplinary aspects of the defense by appointment, new challenges in the exercise of the right to defense, professional risks of a lawyer, challenging agreements on the provision of legal aid, falsification of evidence, cross interrogation.
The conference participants also discussed topics related to lawyers' ethics, in particular, some aspects of the new business ethics in the activities of a lawyer, the ethics of communication between a lawyer and law enforcement officials.
Such complex problems as the legal profession and politics, populism, and the real problems of Russian lawyers also became the subject of consideration.
In addition, the Chairman of the ABA Anar Baghirov gave a speech to the attendees where he greeted the President of the RFBA, and other participants of the Conference on behalf of all Azerbaijani lawyers. He noted that it was a great honor to participate in this event in the capacity of a chairman of the ABA and thanked the President of the RFBA for the invitation.
Moreover, Mr. Baghirov informed the participants about the activities of the ABA: "the ABA is a completely independent, non-governmental organization uniting all lawyers of our country and operating throughout the territory of the Republic of Azerbaijan. At the same time, he emphasized that The Law "on Lawyers and Legal Practice" was adopted in 1999 as part of the judicial reform carried out in Azerbaijan under the leadership of the national leader of the Azerbaijani people Heydar Aliyev. He noted that in recent years, the state has paid due attention to strengthening the role and influence of the legal profession in Azerbaijan, improving advocacy.
A.Baghirov also noted that the ABA is self-financing, independently managed, is transparent at the admission of members, performs examinations with the participation of international organizations, and carries out disciplinary proceedings and imposition of sanctions based on international experience. In addition, A.Baghirov underlined the increase in the number of lawyers, in 2.5 times and the number of law offices more than 3 times the last 4 years.
Additionally, he mentioned innovative and electronic activities, the place and role of advocacy in judicial reform, improvement of free legal aid, measures taken to improve the professionalism of lawyers and the establishment of the Legal Aid mobile application.
In conclusion, A. Baghirov expressed his deep gratitude to Mr. Yuri Pilipenko the President of the Federal Chamber of Lawyers of the Russian Federation, for his fruitful and useful cooperation, friendship, as well as for his efforts to establish mutual relations between the lawyers of both countries. In accordance with the decision of the Board, he solemnly presented a diploma and a symbolic lawyer's robe to Mr. Pilipenko to be awarded the title of "Honorary Lawyer of the ABA".
On the 13th of October Chairman of the ABA held a meeting with the President of the Guild of Russian Lawyers and Rector of the Russian Academy of Advocacy and Notary, Honorary Lawyer of the Russian Federation Mr. Hasan Mirzoev.
During the meeting, Mr. Mirzoev informed Mr. Baghirov about the current tasks and activities of the Guild of Russian Lawyers, the importance of strengthening the relationship between the Guild of Russian Lawyers and the ABA. Mr. Baghirov thanked him for the invitation underlined the importance of strengthening the relationship further, for fruitful and useful cooperation, friendship, as well as for his efforts to establish mutual relations between the lawyers of both organizations.
Furthermore, within the framework of the meeting Mr. Baghirov and Mr. Mirzoev presented each other with the awards. Mr. Baghirov received an official award of the Guild of Russian Lawyers “Order of Development of Advocacy” whereas Mr. Mirzoev received an official and only award of the ABA “"100th Anniversary of the ABA".
Moreover, Mr. Mirzoev familiarized Mr. Baghirov with the Russian Academy of Advocacy and Notary and introduced the teachers and employees of the Russian Academy of Advocacy and Notary.
Additionally, Mr. Baghirov met with the members of the Azerbaijani Diaspora in Russian Federation.
In conclusion, later that evening, the delegates of the ABA attended, the “VII Solemn ceremony of the National Prize in the field of advocacy and the legal profession” organized by the RFBA, which was held in the Arbat Hall, Moscow.
